EAC and Germany Launch Regional Master's Scholarship for STEM Students Across East Africa

Arusha, Tanzania · 2018 — The East African Community (EAC), the Inter-University Council for East Africa (IUCEA), and the German Development Bank (KfW) entered into a Memorandum of Understanding in 2018 to launch the EAC Scholarship Programme, a regional initiative designed to train future leaders and change agents who will contribute to regional integration and sustainable development within the EAC.

The programme, implemented by IUCEA with funding from the Federal Republic of Germany through KfW, represents one of the most significant regional scholarship schemes in East Africa, targeting academically talented but financially disadvantaged students pursuing Master's degrees in priority STEM and business fields.

Programme Design and Scope

The EAC Scholarship Programme offers a comprehensive financial package covering the full duration of two-year Master's programmes. The scholarship includes university tuition fees payable directly to the institution, a monthly stipend of EUR 380 to support living expenses including housing, food, utilities, and local transportation, a one-off allowance of EUR 1,500 for study materials and research, medical insurance, and participation in at least one extracurricular networking event per year.

A Unique Cross-Border Requirement

The defining feature of the EAC Scholarship Programme is its requirement that scholars must pursue their studies in an EAC Partner State other than their country of citizenship. This stipulation is not incidental — it is the programme's core mechanism for promoting regional integration.

By requiring students to study outside their home country, the programme creates academic collaboration and exchange between universities and institutions across the EAC Region. Students gain exposure to different national contexts within the East African Community, building professional networks that transcend national borders and fostering identification with the broader EAC integration agenda.

Participating Universities Across Five Countries

The programme spans universities in five EAC partner states, offering 36 eligible Master's programmes:

  • Kenya: Dedan Kimathi University of Technology, Kenyatta University, Kibabai University, University of Nairobi
  • Rwanda: INES-Ruhengeri
  • Uganda: Kyambogo University, Makerere University, Mbarara University of Science & Technology
  • Tanzania: Moshi Co-operative University, Sokoine University of Agriculture, University of Dodoma

At each host university, mentors are selected to support scholarship recipients during their studies and research. Integrated internships and extracurricular activities ensure practical learning through university and public-private partnership arrangements. IUCEA supports universities in mentor selection and internship facilitation.

Eligibility and Selection

Candidates must be citizens of an EAC partner state, possess at least an Upper Second Class Honours degree or equivalent, be below 35 years of age, and have obtained admission from a university in another EAC country. Applicants submit a motivation letter of no more than 500 words demonstrating their commitment to the EAC integration agenda and how they plan to apply their acquired skills to contribute to regional development.

The programme's emphasis on women and persons with disabilities reflects a deliberate effort to address equity gaps in STEM education across the region, where less than 25% of higher education students pursue STEM-related fields.

Building Regional Leadership

Beyond academic training, the programme includes structured leadership development through networking events with representatives from political and socio-economic spheres, training on regional integration topics, and subject-based seminars. These extracurricular activities are designed to produce graduates who are not only technically skilled but also versed in the policy and institutional frameworks of the East African Community.

After the first cohort completes their studies, an independent evaluation assesses the level of attainment of the programme's objectives, measuring the desirable impact on regional integration and development. This evidence-based approach to programme assessment reflects the involvement of KfW, which applies development effectiveness standards to all funded initiatives.

Implications for STEM Education in Africa

The programme addresses a critical gap in African higher education: the need for postgraduate STEM training that is both regionally embedded and internationally benchmarked. By keeping students within East Africa rather than sending them to Europe or North America, the programme reduces brain drain while building institutional capacity at host universities.

The requirement for cross-border study also creates competitive pressure on universities to improve their programmes, as students from across the region choose where to study based on programme quality and relevance. This dynamic can drive institutional improvement in ways that purely domestic scholarship programmes cannot.

The programme's focus on STEM and business science aligns with the EAC's industrialisation agenda, which requires technical expertise in manufacturing, information technology, energy, and agricultural processing. By training the next generation of professionals in these fields, the scholarship contributes to the human capital base needed for economic transformation.
