NEW YORK, September 14, 2026

As American schools begin the 2026 academic year, artificial intelligence has become a routine classroom tool—yet educator training and governance structures are failing to keep pace, according to new research from IBM.

A survey of more than 2,000 K-12 educators and parents commissioned by IBM and conducted by Morning Consult reveals a widening gap between how rapidly AI is entering classrooms and how prepared schools are to manage it responsibly.

The findings expose a training deficit that educators have long anticipated. Just 20 percent of K-12 teachers report receiving extensive AI training, even as adoption accelerates across secondary schools. AI is already routine in middle and high school settings, with 76 percent of middle school educators and 73 percent of high school educators saying AI tools are used in their classrooms at least weekly. Among high school teachers, nearly half report daily or almost daily AI use. By contrast, just 45 percent of elementary educators report weekly AI integration.

The data suggests AI adoption has moved ahead of the support systems educators need. The survey, released alongside IBM's announcement of its new K-12 AI Leaders Fellowship, indicates that governance, parent communication, and professional development have not advanced at the same rate as the technology itself.

"Many superintendents and school leaders are making decisions today that will shape how an entire generation learns and works with AI," said Justina Nixon-Saintil, Vice President and Chief Impact Officer at IBM. "AI readiness means helping educators use AI thoughtfully and responsibly so they can help students build the skills and judgment they'll need for the future of work."

To address the gap, IBM announced the K-12 AI Leaders Fellowship, a professional learning program launching this fall in the New York area. The inaugural cohort will include up to 100 superintendents, education leaders, and educators. Participants will receive AI credentials through IBM SkillsBuild, access to curriculum resources, and expert facilitation on responsible AI implementation.

The challenge mirrors a broader pattern across the education technology sector. When new tools enter classrooms quickly, educators often become first adopters without formal training structures. The IBM data suggests schools may be navigating AI deployment on an experimental basis, with individual teachers and administrators making adoption decisions before district-wide policies catch up.

The fellowship aims to provide the infrastructure that adoption has outpaced. By offering hands-on AI learning, capstone projects focused on responsible implementation, and expert support, IBM hopes school leaders can move from reactive to proactive AI governance. The program targets the exact gap the survey identified: a shortfall in training, communication, and leadership capacity.

As the 2026 school year unfolds, the IBM data points to a critical window. AI is already embedded in secondary classroom instruction. The question for policymakers and school leaders is whether they can build the training and governance structures fast enough to match the adoption curve already underway.
