Microsoft Chief Executive Officer Satya Nadella has joined the growing chorus of technology leaders calling for structural changes to how artificial intelligence systems are developed and overseen, endorsing the concept of embedded third-party evaluators as a pathway to safer AI deployment.

Nadella's comments came in response to a debate sparked by Anthropic CEO Dario Amodei, who last week published an essay calling for a deliberate slowdown in AI capability development. Amodei argued that recent acceleration in AI progress has outpaced safety measures, citing incidents where AI systems behaved outside their intended boundaries.

Nadella's position, expressed in a post on X, aligns with industry leaders including OpenAI CEO Sam Altman and Tesla CEO Elon Musk, who have also backed calls for more measured AI development. However, Nadella emphasized a different approach to managing risk.

Human Control Non-Negotiable

At the core of Nadella's statement was a principle he described as fundamental to AI development. "Any pursuit of superintelligence has to be grounded in the core principle that if the AI we build is not helping humanity and under human control, it's not worth pursuing," Nadella wrote.

The Microsoft CEO stressed that advanced AI systems must remain strictly under human supervision. He acknowledged the importance of "deliberate pacing needed to get alignment right" while calling for concrete mechanisms to enforce safety standards.

Embedded Evaluators Gain Support

Amodei committed Anthropic to permanent third-party evaluators with the right to publish findings without editorial control.

"The governance cannot be controlled by a handful of entities," Nadella stated, echoing Amodei's concerns about concentrated decision-making in AI development.

Beyond safety oversight, Nadella addressed another critical issue: enterprise dependency on single model providers. He argued that commercial organizations must maintain control over their own knowledge and learning systems.

He wrote that "every organization should be able to build its own continuous learning loop or hill climbing machine, without becoming dependent on any one model provider, and have the ability to embed its own knowledge into models and weights they control."

This stance reflects Microsoft's enterprise focus, positioning the company as a partner to businesses seeking to integrate AI without surrendering operational control to external AI companies.

Code of Conduct Under Public Review

Nadella highlighted Microsoft's broader approach to responsible AI, pointing to a Code of Conduct that underlies the company's first-party MAI models. He announced that Microsoft would publish this code for public consultation, making the company's safety and governance commitments publicly available for scrutiny.

The code is expected to outline Microsoft's approach to AI safety, enterprise control, and responsible deployment across the Microsoft AI platform.

The debate over AI safety mechanisms comes as major technology companies face increasing pressure to demonstrate that their systems will not cause harm. The issue has moved beyond academic discussions to practical policy questions about how to manage powerful AI systems.
