Executive Order Meets Implementation Guidance

On 23 June 2025, the White House Office of Science and Technology Policy (OSTP) issued official guidance to federal agencies on the implementation of "Gold Standard Science" (GSS) — a framework defining nine core tenets that agencies must integrate into their scientific activities, from research design through public communication.

The guidance implements Executive Order 14303, "Restoring Gold Standard Science," signed by President Trump on 23 May 2025. The executive order and subsequent OSTP guidance are designed to rebuild public trust in federal research by mandating rigorous, transparent, and reproducible scientific practices across the entire US federal research enterprise.

Federal agencies were given 60 days from the date of guidance — until 22 August 2025 — to submit implementation reports to OSTP detailing how they would integrate the nine tenets into their agency culture, funding opportunities, award selection processes, and reporting requirements.

The Nine Tenets

The OSTP guidance defines a comprehensive framework for what constitutes "gold standard" scientific practice within federal agencies:

Scope and Binding Authority

The executive order and OSTP guidance are binding on federal agencies and their employees. This includes agencies that fund external research (such as NIH, NSF, DOE, NASA, and DOD) as well as agencies that conduct intramural research (such as NOAA, EPA, and USGS).

However, the guidance does not directly impose new legal obligations on individual university researchers or private grantees. Instead, it influences the broader research ecosystem indirectly by reshaping:

  • Federal data management policies — agencies are expected to reinforce existing commitments to public access
  • Grant terms and conditions — funding announcements may incorporate GSS tenets as selection criteria
  • Scientific integrity requirements — agency scientific integrity policies must be updated to reflect the nine tenets
  • Reporting requirements — award recipients may face new transparency and reproducibility reporting obligations

The Public Access Dimension

Many agencies have used their GSS implementation plans as an opportunity to reinforce existing commitments to public access. The OSTP guidance's transparency tenet aligns with and accelerates the implementation of the 2022 OSTP memorandum (Nelson Memo), which required federal agencies to update their public access policies to eliminate embargos on federally funded research.

The NIH's zero-embargo public access policy, which took effect on 1 July 2025 — just eight days after the GSS guidance was issued — exemplifies this convergence. The policy eliminates the 12-month embargo on NIH-funded manuscripts, requiring immediate deposit in PubMed Central.

Implementation Challenges

The 60-day implementation deadline posed significant challenges for federal agencies, which had to:

  1. Audit existing scientific integrity policies against the nine tenets
  2. Identify gaps between current practices and GSS requirements
  3. Develop action plans with specific, measurable steps for integration
  4. Coordinate across agency divisions to ensure consistent application
  5. Address funding mechanism implications — how GSS tenets would be incorporated into grant review criteria, cooperative agreements, and contracts

For agencies with large extramural research portfolios, the guidance raised practical questions: Would grant reviewers be required to assess the falsifiability of proposed hypotheses? Would funding announcements need to explicitly encourage the publication of negative results? Would conflict-of-interest disclosures need to be expanded?

A Contested Framework

The Gold Standard Science initiative has generated significant discussion within the research community. Supporters argue that the nine tenets codify long-recognized best practices and provide needed institutional backing for scientific integrity. Critics have raised concerns about potential political motivations behind the framework, noting that the executive order's language about "restoring" gold standard science implies a decline that some scientists dispute.

International Implications

While the GSS guidance is a domestic US policy, its effects extend internationally. Federal agencies fund research collaborations with institutions worldwide, and the transparency and reproducibility requirements will apply to the US-funded portions of these collaborations. International researchers partnering on federal grants should expect to encounter GSS-informed grant terms and reporting requirements.

The framework also contributes to a global trend toward stricter scientific integrity standards. The European Research Area's Policy Agenda 2025–2027, adopted in early 2025, similarly emphasises research assessment reform, open science practices, and research integrity — though through different mechanisms and with different emphases than the US approach.
