Research gains value when it moves from paper to practice, and on August 25, 2026, UNESCO brought scientists, policymakers and practitioners together in Stockholm for a high-level dialogue titled Water-Land-People: Connecting science, policy and practice.
Held on the margins of World Water Week 2026 (August 23–27, Stockholm), the session was designed as a translation lab: how to turn hydrological research — from satellite observations to landscape experiments — into governance decisions that hold up under climate uncertainty, competing demands and implementation gaps.
The Science-Policy Gap in Water
Water research has expanded rapidly. Remote-sensing platforms now track water productivity field by field, isotope studies trace green water flows through soil and vegetation, and long-term observatories quantify how forest restoration alters catchment behavior. Yet uptake remains uneven. Decision-makers often lack trusted, timely synthesis; practitioners encounter tools that demand capacity they don't have; and research funding rarely covers the iterative engagement that turns a dataset into a district water plan.
UNESCO's dialogue, listed August 25 on the organization's official events calendar and news feed, addressed that gap directly. Participants included hydrologists, water policy specialists, finance representatives and local water leaders, with a mandate to map what is known, what is missing, and what needs to be co-produced rather than handed over.
What "Connecting Science, Policy and Practice" Means
The dialogue was structured around three questions that define Research, Management, Innovation and Translation:
1. What do we know and how well do we know it? Presenters reviewed confidence levels on green water dynamics, forest-water interactions, and the effectiveness of nature-based solutions. Green water — moisture held in soil and vegetation — remains poorly accounted for in national water budgets, despite accounting for the bulk of rainfall use in rain-fed systems.
2. What decisions need better evidence? Allocation planning, drought anticipatory action, and land-restoration investment were flagged as domains where science could reduce risk if delivered in decision-ready formats: seasonal outlooks tied to reservoir rules, restoration suitability maps that embed hydrology, and water productivity diagnostics that speak to farm-level economics.
3. How do we co-produce rather than transfer? UNESCO emphasized iterative design with water users, not one-way dissemination. In FAO's WaPOR experience, tools scaled when ministries, irrigation managers and farmer cooperatives were trained together, creating a shared language around water productivity rather than parallel dashboards.

Innovation That Travels
Several translational innovations were highlighted:
- Green Water Knowledge Agenda — a working session on August 24 that launched interactive mapping workshops to surface knowledge gaps on green water and the hydrological cycle, feeding into the 2026 UN Water Conference Green Water Flagship Initiative.
- Water Availability and Demand Tool — an open-access FAO platform integrating satellite water accounting, demonstrated for national, basin and county planning.
- Landscape-embedded restoration tools — science-based planning frameworks that embed hydrology and ecosystem services into forest and landscape restoration, aligning policy, finance and local action for water-smart landscapes.
Management Implications
The management lesson is that scaling water innovation requires more than open data. It needs intermediaries — knowledge brokers who translate satellite pixels into irrigation schedules, hydrologists who stay in the room when budgets are set, and financing that rewards maintaining environmental flows as much as building gray infrastructure.
Participants discussed aligning the upcoming WASAG 2026–2031 strategy (Global Framework on Water Scarcity in Agriculture, to be presented August 26) around four pillars — policy, research and innovation, capacity building and financing — to prevent farmer-centered innovations from stalling after pilot funding ends.
