Abidjan, Cote d'Ivoire · 22 November 2024 — The Association for the Development of Education in Africa (ADEA) has published the STEM Toolkit for Basic Education in Africa, a comprehensive framework designed to help African countries implement effective STEM education policies at the foundational learning level.
Developed by the ADEA Inter-Country Quality Node on Mathematics and Science Education (ICQN-MSE), the toolkit provides a harmonized, flexible, and adaptable framework responding to persistent gaps in STEM education identified through studies conducted between 2021 and 2024. The publication was released on 22 November 2024, just days before the landmark UNESCO-African Union Continental Conference on Transforming STEM in Africa.
The Problem: Five Critical Gaps
The toolkit was created in direct response to five systemic challenges identified across the continent:

The toolkit provides step-by-step guidance for developing and refining STEM education policies tailored to specific national contexts. Rather than prescribing a one-size-fits-all approach, it offers a flexible framework that countries can adapt to their unique educational landscapes, resource constraints, and developmental priorities.
2. Pedagogical Shift
A central recommendation is the transition from "siloed" subject teaching to an interdisciplinary, integrated approach. The toolkit promotes play-based, inquiry-based, and problem-based learning methodologies to align with competency-based curricula increasingly adopted across the continent. This pedagogical shift represents a fundamental reorientation from rote memorization toward active, experiential learning.
3. Teacher Training
Recognizing that no STEM reform can succeed without skilled educators, the toolkit provides evidence-based strategies for creating responsive professional development programs. These focus on enhancing STEM pedagogy, building content knowledge across disciplines, and equipping teachers with the practical skills needed to facilitate inquiry-based learning environments.
4. Monitoring and Evaluation
The toolkit includes guidelines for establishing robust systems to track, evaluate, and continuously improve the quality of STEM education. This component addresses a long-standing gap in African education systems, where monitoring frameworks for STEM-specific outcomes have been largely absent.
Alignment with Continental Frameworks
The initiative aligns with two foundational African development frameworks:
- African Union Agenda 2063: The Africa We Want — the continent's 50-year strategic framework for socio-economic transformation, which identifies education and skills development as critical enablers
- Continental Education Strategy for Africa (CESA) — the AU's education strategy designed to reorient Africa's education and training systems to meet the knowledge, competencies, skills, innovation, and creativity required for sustainable development
The toolkit also complements the broader continental momentum around STEM transformation, including the UNESCO-African Union Continental Conference held days later in Addis Ababa and the UN-declared International Decade of Sciences for Sustainable Development (2024–2033).
A Practical Resource for Action
The toolkit is designed as a working document rather than a theoretical treatise. It is intended for:
- Ministry officials responsible for STEM education policy
- Curriculum developers designing interdisciplinary learning frameworks
- Teacher training institutions building professional development programs
- School administrators implementing STEM reforms at the institutional level
- Development partners supporting education investments in Africa
ADEA, hosted by the African Development Bank Group (AfDB) in Abidjan, Cote d'Ivoire, has made the toolkit freely available through its Knowledge Hub, with versions in both English and French to ensure accessibility across francophone and anglophone Africa.

The ADEA STEM Toolkit arrives at a moment of unprecedented continental focus on STEM education. With the African Union's 2024 theme dedicated to education, the launch of the Decade of Education and Skills Development (2025–2034), and growing recognition that Africa's demographic dividend depends on building scientific and technical capacity, the toolkit provides a practical starting point for countries seeking to translate political commitments into classroom-level change.
The real test, however, lies in implementation. The toolkit's flexible design acknowledges that African nations vary widely in their educational infrastructure, teacher capacity, and financial resources. Whether countries can adapt and deploy the framework effectively — and whether the monitoring and evaluation components can generate the evidence needed for continuous improvement — will determine its lasting impact on the continent's STEM education landscape.
