Beira, Mozambique · 14–15 March 2019 — Tropical Cyclone Idai made landfall near the port city of Beira in central Mozambique as a Category 2 equivalent storm, bringing sustained winds of 170 km/h and a storm surge of up to 4 metres. The cyclone, which had formed in the Mozambique Channel after initially causing flooding in Malawi and Mozambique earlier in the month, went on to become one of the deadliest tropical cyclones ever recorded in the Southern Hemisphere.
The regional death toll across Mozambique, Zimbabwe, and Malawi reached approximately 1,600 people, with thousands more reported missing in the immediate aftermath. The United Nations estimated that nearly 3 million people were affected across the three countries, with entire communities submerged under floodwaters that in some areas reached depths of several metres.
The Path of Destruction
Idai's trajectory through the region was unusually destructive. The system first made landfall in Mozambique on 4 March as a tropical depression, causing initial flooding before moving back over the Mozambique Channel. There, it intensified into a full tropical cyclone, reaching peak intensity with sustained winds of 195 km/h (120 mph) — equivalent to a Category 3 on the Saffir-Simpson scale — before making its devastating second landfall near Beira on the night of 14–15 March.
The cyclone then tracked westward into the mountainous terrain of eastern Zimbabwe, where heavy rainfall triggered catastrophic landslides and flash floods in the Chimanimani and Chipinge districts. Malawi, already reeling from the initial flooding earlier in March, suffered further damage as the remnants of the storm swept southward.

A Compounded Catastrophe
The severity of Idai's impact was exacerbated by pre-existing conditions. Much of the affected region had been experiencing severe drought in the months before the cyclone, leaving the ground hardened and unable to absorb the massive rainfall — estimated at over 600 mm in some areas over just a few days. This combination of drought followed by extreme rainfall created ideal conditions for catastrophic flash flooding.
The storm struck during the main harvest season, wiping out hundreds of thousands of hectares of crops across the three countries. The Food and Agriculture Organization (FAO) reported that approximately 715,000 hectares of crops were destroyed in Mozambique alone, threatening long-term food security for communities that had already been struggling with food insecurity.
The Humanitarian Response
The international humanitarian response, coordinated through the UN Office for the Coordination of Humanitarian Affairs (OCHA), mobilised rapidly but faced extraordinary logistical challenges. Beira's port and airport were both severely damaged, and floodwaters cut off road access to vast areas of central Mozambique. The World Food Programme (WFP) deployed helicopters and cargo aircraft to reach isolated communities, some of which were entirely submerged and accessible only by air or boat.
The UN launched a $282 million appeal for the Mozambique response alone, with additional appeals for Zimbabwe and Malawi. Aid agencies including the Red Cross, Médecins Sans Frontières, Oxfam, and World Vision deployed emergency teams focused on:
- Search and rescue: Helicopter operations to rescue people stranded on rooftops and in trees
- Shelter: Distribution of tarpaulins, tents, and shelter kits to hundreds of thousands of displaced people
- Water and sanitation: Provision of clean water and latrines to prevent disease outbreaks
- Food security: Emergency food distribution to communities that had lost their harvests
- Health: Mobile clinics and medical supplies, with particular attention to cholera prevention
The Cholera Outbreak
Within weeks of the cyclone, Mozambique faced a secondary humanitarian crisis: a cholera outbreak. The destruction of water and sanitation infrastructure, combined with widespread flooding that contaminated water sources, created ideal conditions for the waterborne disease to spread.
By early April, over 6,700 cholera cases had been reported in Beira and surrounding districts. The Mozambican Ministry of Health, supported by WHO and UNICEF, launched an emergency oral cholera vaccination campaign reaching approximately 900,000 people — one of the largest rapid cholera vaccination campaigns ever conducted in an emergency setting.
Cyclone Kenneth: An Unprecedented Second Strike
Just six weeks after Idai, on 25 April 2019, Cyclone Kenneth made landfall in northern Mozambique's Cabo Delgado province as a Category 4 equivalent storm — the strongest cyclone to strike the country in recorded history. This marked the first time in the historical record that two intense tropical cyclones had struck Mozambique in a single season.
Kenneth killed at least 45 people and displaced tens of thousands more in a region that had been largely spared by Idai. The back-to-back cyclones stretched humanitarian resources to their limits and raised urgent questions about the changing patterns of tropical cyclone activity in the Southwest Indian Ocean basin.
Climate Change and the African Context
While individual weather events cannot be directly attributed to climate change, scientists have noted that warming ocean temperatures provide more energy for tropical cyclones, potentially increasing their intensity. The Intergovernmental Panel on Climate Change's Special Report on 1.5°C, released in October 2018, had specifically warned that limiting warming to 1.5°C rather than 2°C would significantly reduce the risks of extreme weather events, including intense tropical cyclones.
Southern Africa's vulnerability to such events is compounded by several factors:
- Limited early warning systems: Many affected communities received inadequate warning of the storm's severity
- Infrastructure deficits: Weak building standards and inadequate drainage systems amplified damage
- Poverty: Limited household resources for preparedness and recovery
- Environmental degradation: Deforestation and wetland loss reduced natural buffers against flooding
The World Bank's Post-Disaster Needs Assessment for Mozambique estimated total damages and losses at approximately $3.3 billion USD, with the housing, agriculture, and transport sectors bearing the greatest losses. Recovery and reconstruction needs were estimated at $3.2 billion.
Lessons for Climate Adaptation
Cyclone Idai became a reference point for discussions on climate finance, disaster risk reduction, and the principle of loss and damage — the idea that countries that have contributed least to climate change bear disproportionate costs. At the COP25 climate summit in Madrid later in 2019, developing countries cited Idai as evidence of the urgent need for dedicated loss and damage funding mechanisms.
The disaster also prompted renewed investment in early warning systems across Southern Africa. The South African Weather Service and the Mozambique National Institute of Meteorology (INAM) subsequently enhanced their cyclone monitoring and communication protocols, with support from the World Meteorological Organization.
