Over 25 ministers of education and high-level representatives from around the world gathered at UNESCO Headquarters in Paris today to adopt a landmark Ministerial Statement affirming education as a human right and common good in the age of artificial intelligence.

The statement, issued during UNESCO's Digital Learning Week 2026, responds to rapid AI integration across education systems with eight priorities for action—ranging from deliberative governance to protecting learner rights and teacher professional judgment.

Policy Framework Takes Shape

Digital Learning Week runs September 8-11, 2026, bringing together over 1,500 in-person participants and thousands more online under the theme "Education in the age of AI: Facts | Frictions | Frontiers."

The Ministerial Statement acknowledges AI's profound effects on how learners think, how teachers exercise professional judgment, and how learning is assessed. It emphasizes that terms for AI integration must be shaped through public deliberation, not just technical deployment.

Key priorities outlined in the declaration include:

  • Establishing deliberative governance structures for AI in education
  • Protecting data privacy and age-appropriate AI use
  • Supporting teacher training and continuous professional development
  • Ensuring AI tools serve equity goals rather than exacerbate gaps
  • Maintaining human agency in assessment and curriculum decisions

Global Coordination Momentum

UNESCO's AI education work has accelerated since 2023's Guidance for Generative AI in Education and Research. Since 2024, the organization has organized AI competency framework seminars reaching educators and policy-makers in over 100 countries, directly supporting 58 countries in developing AI and digital competency frameworks and curricula.

The Council of Europe recently adopted its own AI literacy recommendation on September 4, 2026, calling on member states to integrate AI education into school curricula and professional development. This coordination between major international bodies signals a shift from AI experimentation to structured policy implementation.

Ministerial Perspectives

Education ministers at Digital Learning Week emphasized that AI literacy must extend beyond technical skills. "We need citizens who understand AI's effects on society, not just those who know how to use the tools," said one minister during a Tuesday plenary panel. The Council of Europe recommendation defines AI literacy through human rights, democracy, critical thinking, and social agency—not just coding or prompt engineering.

Sonia Livingstone, Professor of Social Psychology at the London School of Economics, delivered a closing keynote Wednesday titled "Is there a right age for AI in education?" Her remarks addressed the tension between age-appropriate access and the need for early AI literacy development.

"Education must remain a human right and common good. When AI becomes a tool in that system, it must serve the public purpose of learning—not reshape education around efficiency metrics or data extraction."

Teacher Agency in Focus

Professional development emerged as a central concern. Ministers noted that teachers cannot be expected to integrate AI without adequate training and time to experiment with new tools. "The ministry has also organised nationwide training programmes for teachers, including courses on how to use AI to prepare lessons for students," said Vietnam's Minister of Education and Training Hoàng Minh Sơn at a recent policy briefing.

Several education ministers underscored that AI should not replace human judgment in assessment or curriculum design. The ministerial statement calls for safeguards ensuring teachers retain control over pedagogical decisions even as AI tutors and adaptive systems become more common.

Research and Data Gaps

UNESCO also released new data from its annual survey of UNESCO Chairs worldwide on AI in higher education. Early findings suggest universities face significant challenges in validating synthetic research and ensuring academic integrity as generative AI capabilities expand.

The statement emphasizes the need for more longitudinal research on AI's long-term educational outcomes. Current evidence base remains limited, with most published studies still at pilot or experimental stages.

What Happens Next

Over the coming months, participating countries committed to developing implementation roadmaps aligned with the eight priorities. UNESCO will publish a compilation of policy briefs covering AI safety, sovereignty, procurement models, and age-appropriateness guidance for national ministries.

The ministerial meeting concluded with agreement to convene a follow-up summit in early 2027 to review implementation progress across participating nations.
