Europe has just lived through its hottest summer on record. From unseasonable warmth in April to sustained extreme heat through August, the summer of 2025 shattered national temperature records across the continent, fueled massive wildfires, disrupted nuclear power generation, and killed an estimated 16,500 people — with researchers attributing roughly 68% of those deaths to the influence of human-induced climate change.
The data, compiled by national meteorological agencies, the Copernicus Climate Change Service, and independent research teams, paints a picture of a continent pushed to its thermal limits. Spain's national weather agency AEMET confirmed that the summer of 2025 — averaging 24.2°C between 1 June and 31 August — was the country's hottest on record. The United Kingdom's Met Office confirmed the same for Britain, with a mean summer temperature of 16.10°C, narrowly surpassing the previous record set in 2018.
A Continent-Wide Crisis
The heatwaves began unusually early. In mid-April, countries across central and eastern Europe — including Albania, Belarus, Estonia, Latvia, Lithuania, and Poland — experienced temperatures 15–20°C above seasonal norms. Estonia broke its national April record with 28.8°C. Iceland recorded ten consecutive days above 20°C in May, breaking its all-time May record at Egilsstaðir Airport with 26.6°C, with 94% of weather stations operating for at least 20 years setting new May maximums.
The most extreme phase began in mid-June. On 29 June, a temperature of 46.6°C was recorded in Mora, Portugal — breaking the national June record and approaching the country's all-time high of 47.3°C set in 2003. Spain broke its own national June record on 28 June with 46.0°C in El Granado, surpassing a record that had stood since 1965. At least ten other countries broke regional or national June records.
July brought a second major heatwave across the continent. France placed 16 departments under red heatwave alerts — the highest warning level — including the entire Paris region. The Eiffel Tower was partially closed from 30 June to 2 July. Over 2,200 schools were shut nationwide. A 10-year-old American tourist died after collapsing at the Palace of Versailles.
Infrastructure and Ecosystem Collapse
The heat did not merely threaten human health — it strained the physical infrastructure that sustains European economies. In France, rising river temperatures forced the shutdown of a reactor at the Golfech Nuclear Power Plant on the Garonne on 29 June, while the Blayais and Bugey plants reduced output because cooling water was too warm. In Switzerland, the Beznau Nuclear Power Plant — the country's oldest — was taken entirely offline on 2 July to prevent overheating the Aare River and protect its ecosystem.
In Bosnia and Herzegovina, railway tracks between Vrbanja and Čelinac deformed under the heat, suspending rail services. In Italy, a power outage caused by underground cables overheating led to the evacuation of a department store in Florence. In Greece, the Acropolis was closed during peak afternoon hours, and the government imposed mandatory work stoppages for outdoor laborers.
Wildfires raged across the continent. The United Kingdom recorded its worst wildfire season on record, with over 29,000 hectares burned by late April — a record broken exceptionally early in the year. In Germany, a blaze on the Saxony-Brandenburg border forced the evacuation of over 100 people on 1 July. In Turkey, wildfires in İzmir Province killed at least three people and displaced over 50,000. By mid-August, both Spain and Portugal activated the EU Civil Protection Mechanism, with the European Forest Fire Information System estimating 1,570 km² of land destroyed in Spain alone — roughly half of it in August.
The Human Toll
The mortality figures are staggering. Scientists estimated that by 18 September, approximately 16,500 people had died as a result of the heatwaves, with about 68% of those deaths attributable to the impacts of global warming. In Portugal, the Directorate-General of Health recorded 284 excess deaths between 28 June and early July, primarily among people aged 85 and over. Austria's Agency for Health and Food Safety documented 449 heat-related deaths. Spain's Carlos III Health Institute attributed 380 deaths to high temperatures in June alone.
Researchers at the London School of Hygiene & Tropical Medicine estimated that approximately 570 heat-related deaths occurred in the United Kingdom between 19 and 22 June, with 129 in London alone.
Fennoscandian Anomaly
Perhaps the most scientifically striking feature of the summer was the Fennoscandian heatwave, which lasted from mid-July to early August. What set this event apart was not absolute temperature — Norway's record remains 35.6°C from 1970 — but its persistence and latitude. Ylitornio, Finland, recorded 26 consecutive hot days (≥25°C). Many observation stations in central and southern Finland had 20–25 hot days, with 22 days exceeding 30°C. The highest temperature was 32.6°C at Oulu Airport on 31 July, an extraordinary figure for a city at 65°N latitude.
In Norway, the highest temperature was 34.9°C at the Frosta observation station. In Sweden, 33.6°C was recorded at Skellefteå Airport on 24 July. The sustained nature of the heat at high latitudes — where infrastructure and populations are least adapted to extreme warmth — represents a new pattern with implications for adaptation planning across the Nordic region.
Drought and Water Scarcity
The heatwaves coincided with one of Europe's driest springs on record. By mid-July, North West England and Yorkshire were in an official state of drought. Yorkshire Water imposed a hosepipe ban affecting over five million people on 11 July, followed by South East Water (1.4 million people in Kent and Sussex) and Thames Water (1.1 million people across Gloucestershire, Oxfordshire, Berkshire, and Wiltshire). The Environment Agency declared drought in the East and West Midlands on 15 July. Natural Resources Wales declared drought on 14 August following the driest six-month period since 1976.
Economic Dimensions
The broader 2025 extreme weather events across Europe — which included drought, floods in some regions, and the sustained heatwaves — resulted in estimated economic losses of approximately €43 billion, according to the insurance analysis firm Milliman. This figure encompasses infrastructure damage, agricultural losses, disrupted energy production, wildfire response costs, and business interruptions.
A New Baseline
The summer of 2025 reinforces what climate scientists have been documenting for years: extreme heat events in Europe are becoming more frequent, more intense, and longer-lasting. The Copernicus Climate Change Service reported that July 2025 saw the highest global ocean surface temperatures on record, with exceptionally hot and dry conditions fueling the continental crisis.
The events of 2025 have accelerated policy discussions around heat adaptation, urban cooling strategies, worker protections, and the resilience of critical infrastructure — particularly nuclear power plants dependent on river cooling — in a rapidly warming Europe.
