A Continent Warming Faster Than the Planet
On 29 April 2026, the World Meteorological Organization (WMO) and the Copernicus Climate Change Service (C3S) jointly published the European State of the Climate 2025 report, confirming that Europe remains the fastest-warming continent on Earth. Temperatures across the continent are rising at approximately twice the global average rate, with cascading impacts on oceans, glaciers, rivers, and communities.
The report, compiled by C3S in collaboration with WMO and the European Environment Agency, drew on data from dozens of monitoring networks, satellite observations, and in-situ measurements to provide the most comprehensive annual assessment of Europe's climate.
Record Ocean Heat
One of the most striking findings of the 2025 report was the state of European seas. Sea-surface temperatures around Europe reached their highest levels on record, with marine heatwaves affecting 86% of the European marine region. The Mediterranean Sea experienced continuous, strong marine heatwaves throughout much of the year, while the Norwegian Sea also showed severe marine heatwave conditions.
Marine heatwaves—defined as prolonged periods of anomalously warm ocean temperatures—have profound ecological consequences. They disrupt fisheries, trigger harmful algal blooms, and stress cold-adapted marine species. In the Mediterranean, warming waters have already contributed to the spread of invasive tropical species and the decline of native Posidonia seagrass meadows, which serve as critical carbon sinks and nursery habitats.
From the Arctic to the Mediterranean: A Continent Under Stress
The report documented a wide range of climate impacts across Europe:

The finding that 70% of European rivers experienced below-average flows in 2025 has significant implications for agriculture, navigation, cooling water for power plants, and drinking water supplies. Major rivers including the Rhine, Po, and Danube have experienced recurring low-flow events in recent years, and 2025 continued this pattern.
Glacier retreat in the Alps accelerated further in 2025, continuing a multi-decade trend that has seen Alpine glaciers lose roughly half their volume since the 1960s. Snow cover declined across all elevation bands, affecting winter tourism, spring water availability, and alpine ecosystems.
The Policy Context
The European State of the Climate report arrives at a critical juncture for European climate policy. The European Union has committed to climate neutrality by 2050 under the European Green Deal, with an interim target of reducing net greenhouse gas emissions by at least 55% by 2030 compared to 1990 levels.
However, the report's findings underscore the gap between policy ambition and observed reality. While Europe has made progress in deploying renewable energy—solar and wind capacity have grown substantially—the pace of emissions reduction has not been sufficient to prevent continued warming and its associated impacts.
The EU's Nature Restoration Law, adopted in 2024, aims to restore at least 20% of the EU's land and sea areas by 2030. The WMO report's findings on marine heatwaves and river flow deficits highlight the urgency of implementing this law, particularly for coastal and freshwater ecosystems that are under mounting thermal stress.
Global Significance
Europe's status as the fastest-warming continent is partly driven by geographic factors. The Arctic is warming up to four times faster than the global average, and Europe's proximity to the Arctic—particularly through the North Atlantic warming hole and changes in the jet stream—amplifies the continent's warming. Changes in atmospheric circulation patterns, including a northward shift of storm tracks, have also contributed.
The WMO emphasised that Europe's experience offers a preview of what other regions may face as global temperatures continue to rise. The combination of ocean warming, extreme heat, hydrological stress, and glacial retreat documented in the 2025 report represents a set of compounding impacts that will increasingly affect other continents.
The report also noted that the record ocean temperatures around Europe are consistent with the broader global trend. Global average sea-surface temperatures reached record highs in 2024 and remained near record levels in 2025, contributing to accelerated sea-level rise through thermal expansion and increased evaporation that intensifies extreme precipitation events.
