Geneva, Switzerland – September 12, 2026

Ghana is launching one of Africa's largest technical education modernization programmes, expanding AI and digital skills training to 140 vocational institutions after a successful pilot certified more than 3,300 learners.

The AI EmpowerED initiative, developed through UNESCO's Global Skills Academy, represents a systematic approach to workforce development in the artificial intelligence era. The programme moves AI training beyond computer science departments and into technical vocational education where it can reach workers who will apply these tools in manufacturing, healthcare, logistics, finance, construction and other industries.

From Pilot to National Scale

The national expansion follows a 2025 pilot at Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development, known as AAMUSTED. The pilot phase produced measurable results: more than 30 master trainers and 3,300 learners completed structured learning pathways and earned Microsoft certifications in AI and digital skills.

Ghana TVET Service and the Ghana Education Trust Fund, GETFund, formalized partnerships with UNESCO to build on this foundation. The model uses a train-the-trainer approach where selected educators undergo intensive training before passing skills to other teachers and students. This structure allows Ghana to develop its own pool of instructors rather than depending entirely on external trainers.

Training Structure and Scale

The programme delivers AI training through consecutive cycles, with institutions grouped by region to make implementation manageable. Phase two will reach approximately 140 TVET institutions across the country in four consecutive three-month cycles.

Participants follow structured learning pathways designed around digital competencies and practical AI use. The curriculum emphasizes not just technical skills but ethical AI use, safety considerations and understanding system limitations. This approach reflects UNESCO's focus on human judgment and responsible technology adoption.

The longer-term ambition is significantly larger. Ghana aims to train and certify up to one million educators and learners by the end of 2027. Reaching this target would place AI literacy at the centre of the country's technical education system instead of leaving it as a specialist subject.

Infrastructure and Support Challenges

Scaling AI education nationally requires more than simply providing online courses. Institutions need reliable connectivity, devices, trained instructors and sufficient time to integrate new material into existing programmes.

GETFund will contribute education funding and infrastructure support while Ghana TVET Service coordinates institutions and instructor development. This combination gives the programme both operational structure and financial base.

Workforce Context and Strategy

Ghana's decision to introduce AI skills across technical education reflects a broader shift in how artificial intelligence is entering workplaces. AI is increasingly appearing in industries where technical and vocational graduates work, not just in technology companies.

The expansion fits into Ghana's wider AI readiness strategy. The country has worked with UNESCO's AI Readiness Assessment Methodology, bringing together government agencies, universities, technology companies, regulators and civil society organisations to examine how prepared Ghana is to adopt AI responsibly.

Education is central to this strategy because technology adoption depends heavily on workforce capability. Ghana may attract investment in AI infrastructure, digital services and automation, but those investments will have limited impact if workers lack the skills needed to use technology effectively.

Global Model and Regional Expansion

Ghana is one of six countries participating in AI EmpowerED. India, Kenya, Malaysia, Uganda and Tanzania are also adapting the model to their own education systems and workforce priorities. Each country implements the programme through UNESCO's Global Skills Academy framework.

The initiative supports Sustainable Development Goal 4 on quality education and Sustainable Development Goal 8 on decent work and economic growth. It aims to ensure that technical and vocational education continues to evolve alongside changes in the world of work.

Impact Beyond Technical Specialists

The most significant aspect of Ghana's programme may be its focus beyond creating AI engineers. While technical specialists remain important, the broader goal is preparing workers across multiple sectors for jobs where AI tools become part of normal working life.

Technicians may use AI-assisted diagnostic systems. Logistics workers may interact with predictive software. Designers may use generative tools. Administrative staff may rely on AI assistants to process documents or analyze information. Even workers who never develop AI models may need to understand how these systems influence decisions and workflows.

The next phase will show whether the model can maintain quality while moving into 140 institutions with different levels of infrastructure, staffing and digital readiness. There will almost certainly be challenges, including uneven connectivity and rapidly changing AI platforms.

For Ghana, the value may ultimately come from building a wider workforce that understands how to use artificial intelligence, question its output and adapt as technology becomes part of everyday work. This approach connects technology with existing training pathways rather than creating isolated AI courses.
